Two things jump out at me regarding the ACC.


First, the conference may not be 100% onboard with rotating the host city for the ACC Tournament. It may be doing it to fulfill some contractual obligations. If that is the case, then it may not care to invest in promotional advertisement for the tournament. Second, the ACC may not have a good strategy for advertising in cities that are deemed to be "pro market cities." At least I think DC (like all the major cities in the northeast) is considered to be a "pro market city."

I wonder if the the loss of UMD has influenced the ACC on how it handles promoting the tournament. At least I believe when the ACC made its decision for DC to host the tournament this year, UMD was still a member of the conference.
